The project consists of a partial interior remodeling of an existing park district bathhouse and other work indicated in the Contract Documents.

Should Bidder have any questions regarding bidding, find any discrepancies in or omissions from any of the documents, or be in doubt as to their meanings, he or she shall advise the Superintendent of Parks & Planning, Laura M. Rudow, in writing. Any interpretation of the Bid Documents will be made only by addendum duly issued by the Superintendent or designee. A copy of such addendum will be mailed or delivered to each person receiving a set of such Bid Documents and to such other prospective bidders as shall have requested that they be furnished with a copy of each addendum. Failure on the part of the
prospective bidder to receive a written interpretation prior to the time of the opening of bids will not be grounds for withdrawal of his or her proposal. Oral explanations or representations will not be binding.

It is the Owner’s intent to review bids and award contracts for the work within approximately seven (7) days and a maximum of sixty (60) days after bid opening. Construction will start after a Building Permit and Swimming Pool Construction Permit are obtained, Contracts are signed, Certificates of Insurance and Schedule of Values are approved and received. In submitting a bid, the bidder agrees to complete construction within a maximum of 34 weeks.

A bid security payable to the St. Charles Park District in the amount equal to at least ten percent (10%) of the base bid must accompany each bid. The return of this deposit to the successful bidder is contingent upon his executing a contract within seven (7) days of written notification of the award and furnishing performance and payment bonds within two weeks thereafter. The Owner reserves the right to retain the bid deposits of the three lowest bidders for a period of thirty (30) days for canvassing the proposals.

The successful Bidder shall secure and post a Labor and Materials Payment Bond and a Performance Bond, each in the amount of one hundred percent (100%) of the Contract Sum. Such bonds shall be issued by Surety acceptable to the Owner. Costs of such bonds shall be included in the lump sum bid.

The Owner reserves the right to reject any or all bids or any part thereof. Only bids in compliance with provisions of the Specifications will be considered. The Board reserves the right to waive technicalities in the bidding.
