The work will consist of the following:
2.1. Removal & Demolition
2.2. Erosion and Sedimentation Control installation, maintenance, removal, and
restoration
2.2.1. Compliance with NPDES (National Pollutant Discharge Elimination
System) permit requirements
2.2.2. Compliance with Will County and Village of New Lenox permit
requirements.
2.3. Site Construction Security Fencing
2.4. Stabilized construction entrance installation, maintenance, removal, and
restoration
2.5. Construction Staking and Layout
2.6. Site Grading, stripping existing topsoil and stockpile, rough grading, placement
and compaction, topsoil respread from stockpile
2.7. Concrete Walks and miscellaneous flatwork
2.8. Asphalt pavement parking lot including curb & gutter, pavement striping
2.9. Asphalt tennis court including acrylic color coating for tennis and pickelball
2.10. Furnish and install chain link black vinyl tennis court fencing and person gates
2.11. Furnish and installation of permeable pavement
2.12. Furnish and installation of storm sewer and underdrains and associated
structures.
2.13. Installation of asphalt perimeter path system
2.14. Electrical service installation
2.15. Drinking fountain installation including water service, valves, and dry well
2.16. Installation of Owner supplied products:
2.16.1. Play Apparatus
2.16.2. Shelter Building (Large)
2.16.3. Shelter Building (Small)
2.16.4. Exercise/fitness stations
2.16.5. Baggo goals (2 total)
2.16.6. Bike racks
2.16.7. Benches
2.17. Installation of poured-in-place rubber play surface for exercise/fitness stations
2.18. Installation of wood chip play surface for playground loose play surface
2.19. Installation of bocce court (base bid – natural grass/seed/blanket; alternate
bid 1 sod; alternate bid 2 synthetic turf surface)
2.20. Landscape Plantings
2.21. Turf restoration – seeding, fertilizing, erosion control blanket, and alternate bid 1
sod.
2.22. Miscellaneous construction for a complete project as described in the plans and
specifications.3. BID OPENING:
3.1. Sealed proposals for the Sky Harbor Park Improvements must be submitted on
or before 10:00 AM December 8th, 2020 to the New Lenox Community Park
District Office at 701 West Haven Avenue, New Lenox, Illinois 60451. The Bids
will either be read out loud in public following close of bidding period or depending
on Covid-19 restrictions may be read virtually.
4. BID DEPOSIT:
4.1. A Certified or Cashier’s check payable to the Owner, or a Bid Bond in an amount
equal to ten percent (10%) of the total bid amount must accompany each bid. In
addition, each Bidder shall submit a proof of insurance demonstrating the Bidders
insurability. Failure to provide a Bid Bond or proof of insurance shall render the
bid incomplete and rejected. The Owner will require the successful bidder to
furnish a satisfactory Performance and Labor and Material Bond for the total
contract. Once submitted, no bids will be withdrawn without written consent from
the Owner’s Attorney.
5. PLANS AND SPECIFICATIONS:
5.1. Interested contractors may obtain detailed proposal specifications and plans via
electronic download through the Accurate Repro, Inc. Online Plan room at
https://www.accurateplanroom.com/
6. PLAN PURCHASE FEE
6.1. A Plan Fee is required for each electronic download at $25.00 per set. Plans will
be available starting at noon November 18th, 2020.
7. MBE/FBE PARTICIPATION
7.1. The New Lenox Community Park District encourages minority contractors to
submit bids for this project. The successful contractor is encouraged to utilize
minority businesses as sub-contractors for supplies, equipment, services, etc.
7.2. The Park Board reserves the right to waive irregularities and accept the bid which
appears to be in the best interest of the Park District.
8. PREVAILING WAGE REQUIREMENT
8.1. All work performed under this contract is subject to all Prevailing Wage
Requirements of the Illinois Department of Labor.
8.2. Certified payroll must be submitted to the Illinois Department of Labor and proof
of Department of Labor (IDOL) must be provided to the NLCPD no less frequently
than monthly.
9. SUBCONTRACTING LIMITATIONS
9.1. The Prime Contractor or General Contractor receiving the Contract Award shall
be the Contractor of record and shall perform, on site, with their own staff or force
account labor, Work equivalent to a minimum of thirty-five percent (35%) of the
total amount of this Contract Work at the site. Only pay items of the construction
Contract will be used in computing the total amount of the Prime Contractor’s
Work. “Pay items” shall exclude all general conditions, including but not limited to,
insurance and bonding expenses, and non-construction overhead expenses. 10. ANTICIPATED SCHEDULE
10.1. The following projected timetable should be used as a working guide for
planning purposes. The Park District reserves the right to adjust this timetable as
required during the bid process.
BID Released – noon, November 20th, 2020
Pre-BID Meeting – Tuesday, December 1st, 2020 2:00 PM at the Project
Site (optional).
Questions Due by 2:00 PM on December 3rd, 2020
BIDS Due – December 9th, 2020 by 10:00 AM Local Time (may be read
virtually depending on Covid-19 restrictions.
Anticipated Award Date – December 16th, 2020
Construction – Subsequent to completion of contract documents and
acceptance of insurance by the New Lenox Community Park District.
Mobilization – May 1, 2021
Substantial Completion – September 3rd, 2021
Final Completion – September 24th, 2021.
11. QUESTIONS
11.1. Questions will be answered in the form of written addenda and provided to
all Bidders, as per State of Illinois statutes. Submit questions regarding the bid in
writing to Steven Halberg at shalberg@planres.com Planning Resources, no later
than 2:00 PM on December 3rd, 2020. All addenda will be issued through the plan
room identified above.
12. LIQUIDATED DAMAGES
12.1. Liquidated Damages will be assessed for failure to meet Substantial
Completion and Final Completion dates agreed to in the Contract for
Construction.
