The work will consist of the following:
2.1. Removal & Demolition
2.1.1. Existing Splash Pad
2.1.2. Existing utilities
2.2. Erosion and Sedimentation Control installation, maintenance, removal, and
restoration of silt fence and erosion control elements.
2.2.1. Compliance with NPDES (National Pollutant Discharge Elimination
System) permit requirements
2.2.2. Compliance with Will County and Village of New Lenox permit
requirements.
2.3. Site Construction Security Fencing
2.4. Stabilized construction entrance installation, maintenance, removal, and
restoration
2.5. Construction Staking and Layout
2.6. Site Grading, stripping existing topsoil and stockpile, rough grading, placement
and compaction, topsoil respread from stockpile
2.7. Concrete Walks and miscellaneous flatwork
2.8. Installation of new Splash Pad
2.9. Construction of new park service building and patio area
2.10. Construction of new synthetic turf practice golf putting green, fringe collar and
chipping bunker. Scope under this contract is the site preparation including
excavation, coordinate installation of aggregate base course with synthetic turf
installation company (ForeverLawn) synthetic turf installation is contracted
separately by the Owner. The contractor under this contract is to coordinate all
activities and preparation for the installation of the synthetic turf putting green
and associated improvements with the ForeverLawn synthetic turf supplier.
2.11. Furnish and install chain link black vinyl fencing and person gates.
2.12. Furnish and installation of custom boardwalk (coordination with Boardwalk
Manufacturer)
2.13. Coordination with all trades for Owner furnished equipment and amenities:
2.13.1. Owner Furnished Equipment and Amenities includes:
2.13.1.1. Splash pad equipment – see Aquatix plan set included in the
bidding package.
2.13.1.2. Fitness equipment (4 stations)
2.13.1.3. Owner Furnished and Installed by Others:
2.13.1.3.1. EZ Dock floating docks and kayak launch station.
2.13.1.3.2. Splash pad water treatment system. Equipment and
installation provided by Will County Well and Pump Inc.
2.14. Furnish and installation of storm sewer and underdrains and associated
structures.
2.15. Furnish and installation of concrete walks, paths, and miscellaneous flat work.
2.16. Furnish and installation of sanitary sewer connections to provide sanitary sewer
service to new park service building.
2.17. Electrical service installation and relocation. Contractor under this contract to
coordinate all work necessary to relocate existing electrical service to new park
service building (location as shown in Architectural Building plans).
2.18. Installation of water service to new park service building, including, required
valves, vaults, and buffalo boxes.
2.19. Installation of Owner supplied products:
2.19.1. Splash Pad Equipment and Apparatus
2.19.2. Exercise/fitness stations
2.20. Installation of resilient surface for exercise/fitness stations
2.21. Installation of bocce court (base bid – Vulcan 210 surfacing)
2.22. Installation of pollinator garden including cocoa mat erosion control blanket.
2.23. Turf restoration – seeding, fertilizing, and erosion control blanket.
2.24. Miscellaneous construction for a complete project as described in the plans and
specifications.
3. BID OPENING:
3.1. Sealed proposals for the Hibernia Park Phase 2 Park Improvements must be
submitted on or before 10:00 AM March 29, 2023 to the New Lenox Community
Park District Office at 701 West Haven Avenue, New Lenox, Illinois 60451. The
Bids will either be read out loud in public following close of bidding period or
depending on Covid-19 restrictions may be read virtually.
4. BID DEPOSIT:
4.1. A Certified or Cashier’s check payable to the Owner, or a Bid Bond in an amount
equal to ten percent (10%) of the total bid amount must accompany each bid. In
addition, each Bidder shall submit a proof of insurance demonstrating the Bidders
insurability. Failure to provide a Bid Bond or proof of insurance shall render the
bid incomplete and rejected. The Owner will require the successful bidder to
furnish a satisfactory Performance and Labor and Material Bond for the total
contract. Once submitted, no bids will be withdrawn without written consent from
the Owner’s Attorney.
5. PLANS AND SPECIFICATIONS:
5.1. Interested contractors may obtain detailed proposal specifications and plans via
electronic download through the Accurate Repro, Inc. Online Plan room at
https://www.accurateplanroom.com/
6. PLAN PURCHASE FEE
6.1. A Plan Fee is required for each electronic download at $45.00 per set. Plans will
be available starting at noon March 10, 2023.
7. MBE/FBE PARTICIPATION
7.1. The New Lenox Community Park District encourages minority contractors to
submit bids for this project. The successful contractor is encouraged to utilize
minority businesses as sub-contractors for supplies, equipment, services, etc.
7.2. The Park Board reserves the right to waive irregularities and accept the bid which
appears to be in the best interest of the Park District.
8. PREVAILING WAGE REQUIREMENT
8.1. All work performed under this contract is subject to all Prevailing Wage
Requirements of the Illinois Department of Labor.
8.2. Certified payroll must be submitted to the Illinois Department of Labor and proof
of Department of Labor (IDOL) must be provided to the NLCPD no less frequently
than monthly.
9. SUBCONTRACTING LIMITATIONS
9.1. The Prime Contractor or General Contractor receiving the Contract Award shall
be the Contractor of record and shall perform, on site, with their own staff or force
account labor, Work equivalent to a minimum of thirty-five percent (35%) of the
total amount of this Contract Work at the site. Only pay items of the construction
Contract will be used in computing the total amount of the Prime Contractor’s
Work. “Pay items” shall exclude all general conditions, including but not limited to,
insurance and bonding expenses, and non-construction overhead expenses.
10. ANTICIPATED SCHEDULE
10.1. The following projected timetable should be used as a working guide for
planning purposes. The Park District reserves the right to adjust this timetable as
required during the bid process.
BID Released – noon, March 10, 2023.
Pre-BID Meeting – Wednesday, March 29, 2023 2:00 PM at the Project
Site (optional).
Questions Due by 2:00 PM on March 23, 2023.
BIDS Due – April 5, 2023 by 10:00 AM Local Time (may be read virtually
depending on Covid-19 restrictions).
Anticipated Award Date – April 19, 2023.
Construction – Subsequent to completion of contract documents and
acceptance of insurance by the New Lenox Community Park District.
Mobilization – May 1, 2023
Substantial Completion – October 5, 2023
Final Completion – October 24, 2023.
11. QUESTIONS
11.1. Questions will be answered in the form of written addenda and provided to
all Bidders, as per State of Illinois statutes. Submit questions regarding the bid in
writing to Steven Halberg at shalberg@planres.com Planning Resources, no later
than 2:00 PM on 2:00 PM on March 23, 2023. All addenda will be issued through
the plan room identified above.
12. LIQUIDATED DAMAGES
12.1. Liquidated Damages will be assessed for failure to meet Substantial
Completion and Final Completion dates agreed to in the Contract for
Construction
