E. Project Description: Project consists of the reconstruction and expansion of Lakefront Park, a
lakefront property on Nippersink Lake in the Village of Fox Lake in Lake County. Site
preparation includes the removal of Nippersink Road within the project limits. Park
improvements include removals and grading, roadways and parking lots, storm sewer utilities,
site lighting, walking paths, site furnishings, playgrounds, installation of site structures, a
restroom building, a swimming beach, and landscape work.
F. Construction Contract: Bids will be received for the following Work:
1. General Prime Contract (all trades).
1.2 BID SUBMITTAL AND OPENING
A. Owner will receive sealed lump sum bids until the bid time and date at the location given below.
Owner will consider bids prepared in compliance with the Instructions to Bidders issued by
Owner, and delivered as follows:

1.3 BID SECURITY
A. Each bid shall be accompanied by a bid bond, bank draft, cashier’s check or certified check
payable to the order of the Village of Fox Lake, Fox Lake, Illinois, in an amount not less than
five (5) percent of the bid amount, as a guaranty that the bidder will execute the contract, if it is
awarded, in conformity with the bid form. No bids may be withdrawn for a period of 60 days after
opening of bids. Owner reserves the right to reject any and all bids and to waive informalities
and irregularities.
1.4 PREBID MEETING

1.5 Wage Rates
A. The contractor shall pay prevailing wages in accordance with Local Ordinance and the Illinois
Department of Labor Prevailing Wages for Lake County or McHenry County, whichever is
greater.

1.6 DOCUMENTS
A. Online Procurement and Contracting Documents: Files available for download after 5pm,
Tuesday March 21st. Access Documents online at Accurate Repro Plan Room,
www.AccuratePlanRoom.com. A $10 fee will be charged to download documents.
1.7 TIME OF COMPLETION AND LIQUIDATED DAMAGES
A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete
the Work within the Contract Time. Work is subject to liquidated damages.
1.8 BIDDER’S QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be able
to obtain insurance and bonds required for the Work.
B. The successful bidder will be required to furnish separate Performance and Labor and Material
Payment Bonds each in an amount equal to 100 percent of the contract price.
C. Insurance in a form acceptable to Owner will be required of the successful Bidder.
