Discovery Park OSLAD Improvements

Sealed proposals for Discovery Park OSLAD (the “Project”) Development in Hanover

Park, IL, shall be received at the Park District Administrative offices: Community Center

1919 Walnut Ave. Hanover Park, IL 60133 until 2:00 p.m. local time, January 30, 2024, at

which time all bids will be publicly opened and read aloud.

Work generally includes earthwork, asphalt paving, concrete paving, site furniture, shelter

installation, water and electric utilities, underdrainage, playground installation, landscaping

and restoration.

Specifications require the submittal of a 10% Bid Surety with the proposal. In addition, the

successful bidder awarded the contract must be able to provide a satisfactory

Performance Bond, Labor and Material Payment Bond, each in amount equal to 110% of

the Contract Sum (Base Bid plus Owner selected alternates, if any) and required

insurance as specified in the Contract Documents following the award of a contract.

Minority business firms are encouraged to submit bids. Bidders are also encouraged to

utilize minority businesses as sub-contractors for supplies, equipment, services, and

construction. This project is being financed, in part, with funds from the Illinois Department

of Natural Resources, "Open Space Lands Acquisition & Development” (OSLAD) grant

program. The failure to comply with the State of Illinois Business Enterprise Program –

Minorities, Females, Persons with Disability Participation and Utilization Plan adopted by

the Hanover Park Park District for the Project shall be grounds to disqualify a bidder.

All contracts for work on the Project are subject to the Illinois Prevailing Wage Act (820

ILCS 130/01, et seq.) which provides for the payment of DuPage County’s prevailing wage

rate to all workers involved in the Project. All bids will remain firm for 60 days after the bid

opening. The Hanover Park Park District reserves the right to reject any or all bids, to

waive informalities on a bid, and to accept the lowest responsible and responsive bid that

serves the best interests of the Hanover Park Park District.
