For Work to be generally constructed under applicable provisions of the Standard Specifications for Road
and Bridge Construction, adopted April 1, 2016.
1. Time and Place of Opening Bids: Separate sealed Bids for the Work described herein will be
received by the City of Ottawa at City Hall, 301 West Madison Street, Ottawa, LaSalle County,
Illinois, until 10:00 a.m. on March 10, 2021 and at that time publicly opened and read aloud.
2. Description of Work: The proposed Work is officially known as the “THORNTON PARK OSLAD
DEVELOPMENT” and is further described as follows: The Work generally includes the construction
and installation of concrete paving, concrete curbs, sport court rehabilitation, playground
installation, safety surfacing, splash pad, site furniture, landscaping and restoration.
This project is being financed, in part, with funds from the Illinois Department of Natural Resources,
“Open Space Lands Acquisition & Development” (OSLAD) grant program.
3. Instructions to Bidders:
(a) Contract Documents including Construction Drawings and Special Provisions may be
examined at the Office of the City Clerk, 301 West Madison Street, Ottawa, Illinois 61350

© The City of Ottawa encourages minority business firms to submit Bids and the successful
contract Bidder to use minority businesses as Subcontractors for suppliers, equipment,
services and construction.
(d) All Proposals must be submitted on forms supplied by the City of Ottawa and must be
accompanied by a Bid Bond, Money Order, or Certified Check for not less than Five
Percent (5%) of the total amount of the Bid made payable to the City of Ottawa. The
Proposal Guarantee shall include the Base Bid and all Alternate Bids (if applicable). The
successful Bidder shall be required to furnish a Performance Bond and a Payment Bond
each in the amount of One Hundred Percent (100%) of the Contract Amount.
(e) No Bidder may withdraw a Bid within Ninety (90) Days after the actual date of the opening.
(e) Not less than the prevailing minimum rate of wages as found by the Department of Labor
or determined by the court on review shall be paid to all laborers, workmen and mechanics
performing Work under this Contract. The Contractor shall conform to the requirements of
a “Responsible Bidder” as defined by City of Ottawa Ordinance No. 28-2010. All
Contractors and Subcontractors must register ($100.00 fee) annually to work in the City of
Ottawa. Contractors must also furnish a license and a $10,000.00 permit bond.
(f) Bidders understand that the forms required by the City’s Responsible Bidder Ordinance
must be returned with their bids.
4. Rejection of Bids: The City of Ottawa reserves the right to waive technicalities or to reject any or
all Proposals.
